How to Run HR in a Kuwait SME Without a Full HR Department

A practical system for Kuwait small businesses covering contracts, payroll, hours, leave, discipline and government paperwork, plus the manager habits that keep people.

Most Kuwaiti SMEs don't need a full HR department. They need the basics done right every month, and managers who lead well.

Why it matters

  • Gallup's 2026 global workplace report found only 14% of employees in the Middle East and North Africa are engaged. That is second to last among all regions.
  • Gallup estimates managers account for at least 70% of the variance in engagement across teams.
  • Replacing an employee can cost one-half to two times their annual salary, according to Gallup.

Good basics and good managers protect your money.

The monthly HR system (one page, one owner)

  1. Payroll by the 7th, by bank transfer (Arts. 56–57). Check overtime against the register (Art. 66).
  2. Schedules on PAM. Update them whenever shifts change (Resolution 15/2025).
  3. Leave tracker. Track 30 working days of annual leave, the sick-leave tiers and the 2-year carry-over limit (Arts. 69–72).
  4. Government calendar. Track permit renewals, residency (KD 20) and health insurance (KD 100). Approve exit permits on Sahel (Circular 2/2025).
  5. Employee files. Keep the contract, permit, leave, overtime and penalties on file (Art. 80).

The quarterly checks

  • Contracts: in Arabic, filed with PAM, with probation of 100 days or less.
  • Penalty regulation: approved and posted (Arts. 35–36).
  • Kuwaiti staff: Kuwaitization ratio and social security filings.
  • Safety: injury insurance in place (Art. 88), and your summer midday-ban plan ready by May.

Five manager habits

  1. Weekly 15-minute check-ins. Gallup found daily feedback makes people 3.6 times more likely to feel motivated than annual feedback.
  2. Plan the first 30, 60 and 90 days for every new hire. Close the probation review before day 100.
  3. Write SOPs for recurring tasks, so work doesn't stop when the owner is away.
  4. Delegate decisions, not just tasks.
  5. Discipline fairly: written notice, a hearing and a record before any penalty (Art. 37).
